One of the challenges in marketing in the back alley of the internet [TEs, Safelists, PTC ... etc] is that your prospects already know about your affiliate program. Say you want to promote a new product you found in clickbank before every body else, and you start rotating your affiliate link that includes your clickbank ID hoping that someone will buy that product through your link.

What happens is that those who might be interested most probably have clickbank accounts. They will just replace your clickbank ID with theirs and buy  from themselves after cleaning the cookies in their browsers.

What you did is that you advertised for the new product for free. You spend hours surfing and clicking for credit or cash to use in your campaigns and someone else gets paid.

Cloaking a url is to hide it inside another url. For example, if your link looks like this:

after cloaking you can go to the same page if you use a url that looks like this:

http://cloakedurl.com/123456

When you promote the new url you are generating traffic to the domain "cloakedurl.com" without any expenses or efforts from the domain owner. You might link to it in some websites for weeks or months, and that all will ad to its google ranking, in addition to enhancing it's Alexa ranking dramatically. 

Besides this benefit,  you also pay the owner for cloaking your urls.
